Most AI advice ends at the recommendation.Ours ends at the result.
Theme Consultancy designs and delivers AI-driven transformation for governments, financial institutions, and enterprises across Oman, the UAE, and the wider Gulf — from strategy through to the people, workflows, and agents that make it real.
Bring one operational problem; leave with a concrete next step.
Trusted across governments, banks, and enterprises on three continents
Services
One mandate, from strategy to the agents that run it
We advise and implement under a single mandate — led by the same senior person throughout, not a partner at the pitch and a graduate team on delivery.
AI Strategy & Transformation Roadmaps
Leadership knows AI matters but can't identify where it would actually move the numbers. We deliver AI opportunity mapping, maturity assessment, and a prioritised use-case portfolio tied to measurable business outcomes.
Agentic AI Implementation
Workflow discovery, agent design, human-agent task allocation, and governed deployment — past the pilot, into production.
Workforce Transition & National Training
We design and, where mandated, operate training institutions that place trained nationals into AI-supervisory roles.
AI Governance & Regulatory Readiness
Governance frameworks, human-oversight design, and PDPL & sector-compliance readiness for regulated data.
Executive AI Education
Practical sessions on agentic AI and organisational redesign — built for decision-makers, not developers.
Institutional & Government AI Advisory
End-to-end design of AI-linked institutional initiatives — from concept through funding structure to delivery, drawing on direct experience structuring national academies and investment vehicles.
How we work
Six stages, each answering one blunt question
- 01
Discover
Question answeredWhere is value being created, lost, or delayed?
What you getA mapped list of pain points, ranked by impact
- 02
Diagnose
Question answeredWhich of these actually needs AI?
What you getA short list of viable use cases, with the ones we’d reject named explicitly
- 03
Redesign
Question answeredWhat should the workflow look like once AI is part of it?
What you getA redesigned workflow, agreed with the people who’ll run it
- 04
Prototype
Question answeredDoes this actually work in your environment?
What you getEvidence, not a promise
- 05
Deploy
Question answeredCan this run without us in the room?
What you getA live capability your team owns
- 06
Scale
Question answeredWhere else does this apply?
What you getA repeatable model, not a one-off project
Industries
A function-based approach, wherever back-office headcount is meaningful
Government
Institutional models that link training, workforce policy, and enterprise adoption into a single, fundable initiative.
Banking & Financial Services
Agentic AI in back-office and compliance functions — cutting cost and creating a defensible path to localisation, under governance regulators accept.
Manufacturing
Predictive maintenance, production planning, and quality control — deployed with a partner who can staff the resulting capability with local talent.
Healthcare Operations
Scheduling, records, billing, and supply-chain redesign — with clinical decision-making explicitly left to clinicians.
Education
Admissions, registrar, and examinations operations redesigned — plus a deeper view of what AI adoption in classrooms actually costs and creates.
Logistics & Ports
High-volume operational functions redesigned around AI without eroding the judgement that keeps complex flows moving.
Agentic AI
From answers to actions
Most organisations have started using generative AI to produce answers. The harder — and more valuable — shift is toward AI agents that take bounded actions inside real workflows, under human oversight. Most Gulf organisations sit between the first two stages. A durable advantage over the next five years belongs to those who move deliberately to the third and fourth.
Talk through what this means- 01
AI as a tool
You ask, it answers.
- 02
AI as a copilot
It works alongside a person on a specific task.
- 03
AI as an agent
It completes a bounded task end to end, under supervision.
- 04
Part of the operating model
Agents are a standing part of how the organisation runs — not a project.
Why us
Strategy documents rarely fail on the page. They fail when nobody is accountable for what happens next.
Founded in 2014 as a cross-border growth advisory practice between Canada, India, and the Middle East, Theme evolved into an AI consulting, research, and implementation firm for one reason: over a decade of engagements, the lesson repeated itself. That gap is what Theme was built to close.
We build institutions, not just decks
We designed a national applied-AI academy for a government authority and structured a dual-track private-equity fund for a sovereign investment institution. A different kind of work than a strategy workshop.
The same person leads you end to end
Theme is principal-led. When you engage us, you work with senior judgement throughout — not a partner at the pitch and a graduate team on delivery.
Academically grounded, not detached
Our founder is a published researcher and active professor — frameworks tested against evidence, but language that stays commercial, not theoretical.
“Transformation rarely fails on vision. It fails on execution.”
The conviction the firm is built on, after a decade advising governments, banks, and enterprises across three continents.
